State aid notification and other notices

SCR JESSICA Background

The SCR JESSICA Fund (the SCRJ) was established in December 2012 as an Urban Development Fund under the 2007 – 2013 ERDF Programme in South Yorkshire.

The SCRJ is a publicly owned Limited Partnership operated through a publicly owned General Partner. A private sector Fund Manager has been procured to provide investment advice to the General Partner.

The primary objective of the SCRJ was to provide commercial loans to enable commercial property development (primarily office and manufacturing workspace) within the South Yorkshire area.

The SCRJ has successfully deployed its initial funding as commercial loans.

Additional Funding and State Aid

The SCRJ has secured additional capital from the Sheffield City Region (SCR) Combined Authority to be invested in commercial developments in the SCR area that serve an economic purpose. The additional funding has been provided on a flexible basis so that the SCRJ can deploy its investments either as commercial loans or in the form of grants, repayable advances or loans with sub-commercial interest rates where such investment can be justified.

The SCRJ has therefore notified the Commission of its intention to utilise three Schemes within the 2014 GBER (Article 14, 17 and 56). Full details can be found at: https://www.syjessica.co.uk/?q=latest-news
